Disclaimer I am no expert! Usually, "Whom your right hand possess" refers to wealth & property, specifically slaves. The question is asked do u make ur slaves ur partner, ur equal? In the previous verse (27) we are reminded of the attributes of Allah. Then a question is posed (for people with reason) in verse (28) (as a continuation of the thought process), I am the Almighty, u do not associate equal between urself & ur slaves yet u associate my creation (other diets/gods) as equal in worship of me. IMO this verse is directed to those who commit shirk implying that people with reason will understand (get the point).
Allah is questioning the disbelievers, do they have amongst their slaves and concubines, those that share them their wealth?Of course the disbelievers wouldn’t accept that. Then how come they accept partners in the worship of god (By worshipping their leaders and idols)

This Surah is originally Arabic Christian propaganda from the Ghassanid pro-Romans because of the Persian-Byzantine War. They were afraid the Persians whom were polytheist Zoroastrians would invade their lands - that is the "They" in verse 7. Look at the historical context of this Surah and what is happening in the world at the time in 630AD.
