The animation is made with Manim, the blur effect is with Camtasia Studio, although basically all video editors have a blur effect, and you can also do it with ffmpeg.

My personal favourite is the Manim Euler. Looks like there could be a few useful applications for it!

It's hard to say, some animations were made years ago, and some are more recent, but I've been using Manim since August 2018.
