@@HateMondays907 They drop from Hazardous Valley Hard for sure, and I guess also from Easy and Normal difficulties too.They also drop from Elite Premium DX dungeons. Not sure also if Easy-Normal-Hard versions of Premium DX dungeons drop them too.
