This is not the rarest item. The rarest item is the Fortnite Alpha Test Banner (Stage 9) followed by Stage 8, Stage 7, and so on.
you get it from signing up for the newsletter which doesn't exist anymore
You can still get it
You just need to sign into your epic games account on the website click on games click footnote scroll all the way down and you can sign up for fortnite news and within hours get it
The Fortnite banner isn’t that rare well not as rare as the survive the storm banners and the battle bus and alpha banner all u had to do was sign up for a news letter nowhere close to the rarest item in Fortnite unless you were just clickbaiting

it’s not rare i’m pretty sure everyone i know with a skin has it
It is rare because you could only get it in season 1 and my friends who have skins don't have it.
