I don't think they were bayad. They were fooled by the Daang Matuwid Doctrine. The admin then made them (the witnesses) believe that they were lending hand in the impeachment of an evil, corrupt official, thus doing public service. Little did these people know that what the admin then was doing was laying the political railroad to transport their agenda without any potential obstacle or obstruction from anobody.
