It's a double-decker elevator so there are two cars in one. It will let one level off before the other level.

This is a double deck lift, so it has to serve the lower deck first before the upper deck (on floor 95).

Normally what I would do if I was in a double deck elevator it goes above the floor is I would press the open button to let the elevator know Im in it and then itll open in a minuted
