Tulsi Vivah is celebrated to commemorate the divine union of Lord Vishnu and the Tulsi plant, which is personified as Vrinda. The festival is based on the story of Vrinda's devotion to Lord Vishnu and the blessing he bestowed upon her.
Celebrated on the Dwadashi Tithi of Shukla Paksha in Kartik, Tulsi Vivah commemorates the marriage of Goddess Tulsi (Vrinda) and Lord Shaligram (Vishnu). This sacred union symbolizes Vrinda's unwavering devotion and the legend of her curse on Vishnu, transforming him into Shaligram.
In Hinduism, tulsi is worshipped as a goddess and every part of the tulsi plant is revered and considered sacred, including the leaves, stem, flower, root, seeds and oil.
Tulsi married to krishna because Shri Krishna promised to get married to her, in her next birth (in a different female body). In her next birth, her name was Tulsi and she got married to Shri Krishna. This was a 'declared' marriage just like the one Shri Krishna had with Shri Laxmi (who was also Rukmini Ji).
