    In case of service organization, where only particular project teams usually work in agile way of delivery based on client requirements, while others may still work in a waterfall way. In this scenario how the Impediment around general process would be, as an organization may not think on the structure / budgeting or career growth of employee from agile perspective, as they may still look for specialization.

      Hi Venkat,
      if I understand you correctly, you want to know what types of impediments could be at the topmost level of the pyramid, if only some teams are agile and others are not. This is my answer: An impediment is everything that prevents the Development Team from achieving their Sprint Goal and cannot be solved by the Dev Team themselves. Some impediments are located in the area of general organizational processes outside the direct value stream. For different teams, no matter if doing Scrum or waterfall, different things will be considered an impediment. For a team perceiving something as an impediment, it doesn't matter if they are the only ones affected by it (e.g. budgeting) - for them, it's an impediment. However, the willingness of the organization to actually do something about it will vary greatly depending on the importance and impact of the reporting team.
      My recommendation to you is to ask your team about their impediments and to group them on a flip-chart with the pyramid of impediments drawn on it. Then, work with the organization to resolve them. This will help your team more than a general list of impediments that might come up, or not.
