Why do you think US has huge embassies in little central american countries? To protect their own interests and prevent, yes, prevent development with corrupt interference. I have never actually seen any aid. Working in the US creates the wealth and taxes their employers own, so it is fair their workers should get schooling and any public medical assistance. Equal work, equal pay, remember? Stop exploiting, and migration will stop.
