Funny thing about plug designs: I'm from Australia, where our mains plugs are not rotationally symmetrical. When I went to Europe, it DID matter which way round the charger for my phone went when using the travel adaptor to Europe's symmetrical sockets. One way round it wouldn't do anything, the other it worked normally. Seems there is some kind of polarisation in AC circuitry.
Rubber is only an effective insulator if it's dry. If you decide to mow the lawn when it's damp, then water collects on shoes, and the water conducts the electricity. Also, most shoes are not actually made of pure rubber, and the tops certainly are not.
