The cat part reminds me of the other introduction to humans were there only interested in us for head scratches lol
So many HFY stories use cats as the pet that gets aliens in a swivet. Why not ferrets, otters, or white rats?

No, rain happens on a lot of planets with some form of atmosphere. On Venus it apparently rains sulfuric acid from the upper atmosphere and evaporates before it hits the surface.
Rain is just what happens on a planet full of water with an atmosphere. Assuming other life needs conditions similar to ours their planets would rain.
