Basically, the only real requirements that you need for 3 stars is to stay in first place consistently for all 4 races in the cup that you are doing (about 75%, so that equals to staying in first place for 2 laps) and get the maximum amount of points (60 points). I would also try to avoid falling off the maps, bumping into walls, and doing any off the map shortcuts (like the grumble volcano glitch), when trying to get 3 stars.
