The phrase "make an effort" would imply actively trying or exerting energy, but in this case, she's referring to the effort needed, so "take" I think is the correct choice.
"It takes effort" and "You make an effort" are completely different but valid structures. And she used "It didn't take YOU a lot of effort" which is nonsence. it doesn't exist in English. There shouldn't be YOU. It is used by non-native English speakers a lot, that's why you may see that structure everywhere on the Internet.
