You can't have an amnesty if you've already punished someone. Also, as a Spurs fan, Levy gets a lot of abuse for not spending more on players, and it's always "Why didn't we sign another player?", but I know for a fact that we don't have these issues, but we'd be punished if other clubs get away with FFP breaches. If you knowingly break rules that you agree to, then you should be punished.

All the clubs that have worked their asses off for years to stay up in the top flight, improve their position in their relative tables, to win trophies and titles. If I understand Financial Fair Play, it essentially involves, "How much you can spend is a function of how much you take in." That does discriminate against smaller clubs, and works as a major factor in keeping the "haves" at the top of the heap. If, on the other hand, there was a "spending cap" (similar to the salary caps in some American professional sports), then investors could come into smaller clubs and increase their spending to the cap, giving them more of a chance to catch up. The big names already have the advantage of their name being more of a draw for top talent. The bigger clubs also being able to spend more just makes that worse. Good luck making that happen, though. The big clubs know very well that FFP gives them an advantage and will have no interest in giving that up.

I wonder if football should follow in the footsteps of the NFL (and I'm sure other US sports) where they have an annual salary cap for the franchise. So, if they want to sign one of the best players in the league on big wages, they have to trade/cut either a lot of players on lower wages or one of their own big earners. This stops franchises with more resources hoarding all the best players. It keeps the league fresh. Only because Brady was goated did the Patriots dominate the league for so long.

The obvious solution to FFP wouldn’t be a popular one - a salary cap like in the NFL/NBA. It’ll never happen, but it WOULD help curb wage issues and the huge gaps between clubs. The problem here would be what to do with the promotion/relegation issue… but it is an interesting thought. Perhaps more of a max cap at each level?

Mark, this runs a lot deeper than is currently being reflected in the press. It would be naïve to think that monies paid to agents and intermediaries through offshore accounts is merely and inducement to get a player to sign for a specific club. Included in those payments are hidden wages to players and managers that do not make it into the 'official' FFP accounts for those clubs. Do you ever question how clubs like Man City and Chelsea managed to attract top class talent like David Silva, Aguerro, De Bruyne, Drogba, Ballack etc. and keep their wage bills down compared to the likes of Madrid, Barca, United and Arsenal? Did they really have such a deep desire to play for these clubs that were relatively unknown and had no track record of success? How is it possible for Man City to have a squad of such depth of quality that allows them to dominate the league year after year and yet be mid table for wages paid? It makes no sense at all. Just look at the amount of Arsenal players that jumped ship for Man City once the Abu Dhabi owners came in. Arsenal have always been one of the highest payers of player wages just like United (which explains why both clubs struggle to move players on). Why would they go to a less renowned club like Man City for less wages?
This is corruption of the highest order and there are further implications of this beyond football that should be considered. Those monies that were paid indirectly to some players and managers should have been subject to taxation by the Inland Revenue and by not declaring those earnings both the clubs and the players/managers have committed criminal offences. Watch this space!
These FFP offences, if proven, are way off the scale compared to Everton and should be punished in a similar way to Rangers in Scotland, i.e. demotion to the National League and serious thought has to be given to rescinding any titles won through these corrupt practices.
As for the impact on the fans of these clubs, I have two thoughts. If you thought that the sudden rise to prominence was through sheer hard work and determination then you're only deluding yourselves, and what about the fans of those other clubs who missed out on successes like titles, European qualification, cup runs etc? What about the missed opportunities they have suffered at the hands of financially doped clubs?
