I think the Chameleon is trying to imitate a leaf blowing in the wind by taking that slow "rocking" movement. According to people around the web, that seems to be a survival habit. I am not sure if this is 100% correct or if there is more to it; but that seems logical for all things nature.
+rixille That's correct. Predators look for "unnatural" movements when looking for prey. So by imitating something natural, they have a greater chance of survive.

He's doing this to trick other bugs and animals into thinking he was just a branch moving in the wind, or just a green leave on a branch. He's moving with sync with the wind, right?

He's not stressed lol. Chameleons walk like that instinctively as it's meant to mimic leaves and branches swaying in the wind.

Fun fact: their hands are only two fingers, made for grabbing branches, so when their is no branch they stumble.
