Ya they will, atleast for the time being. The pirate vs griefer debate is the single largest problem tearing the community apart. With the release of pyro incoming, and terra so far away, they need to cater to the pve community. As much as we don't like to say it, the pvp is and will always be a minority, and not just a small minority, an actual miniscule one. I'd wager no more then ten percent of the player base. And until they can refine the law system to where non consensual pvp only happens to a pve player only a few times per year, then it's going to be a massive black mark against cig in the eyes of the paying community.

This is what they said at CitCon last month: High security planets will have full protection with impervious bases, but high taxes and fees, and low profitability from the land. Low security locations will have partial protection, but lower taxes and fees, and a bit more profitability from land. So with an overwhelming force you could still raid a base there, but you'll have to deal with local NPC security forces, and/or the UEE navy. Then in systems with no security, such as Pyro, there'll be no protection at all (except what you build yourself), but also no taxes or fees, and the land will be HIGHLY profitable. This is what all the big orgs will be fighting over. Really, this setup gives us the best of both worlds. Orgs that want to wage epic wars fighting over highly profitable land and resources will have plenty of space to do so, while people like me, who just want a small shack on Microtech to watch the sunset from at the end of the day, will have our space too.
@purpleyeti705 AA turrets should be easy to repair and manage to avoid bombs if cautious. Also when building comes they need to implement rep and DSM to make the in-game currency matter. (Those bombs are expensive) Different areas should offer options wether to play pvp or pve, without getting rid of the risk entirely. It might be risky for a pve player to traverse in the pu but as we train forward, unlawful players will have to locate into certain ”pvp consensual” places in order to stay alive or out of prison. So risk would be even bigger for them and the bigger question wether if bombing runs in means of griefing is common, in my opinion, rather becomes that: why be a criminal? Why go out of your way to get into trouble? Being involved in a gang should be more lucrative than lawful bounty hunting etc. while cargo hauling should make far more money than either of those. Although.. I could see that in the future, criminals are heavily under financed to do any griefing or bombing runs unless they group up. And the cargohaulers would do occasional griefing visits to criminal systems.
There is so much of the game not in the game yet. Not only will players have reputation but orgs will have reputation as well. If you have org members carpet bombing territory that you want to allie with, that would be political suicide over time. You can not only be banned based on personal reputation but also based on orgs you affiliate with.
Imagine clearing the enemies in the air with fighters. Once clear you bring in this squadron of bombers to clear the enemy ground vehicles and foot soldiers to make way for your drop ships to bring in your ground crew to storm the base for remaining enemies. Would make a cool loop of fighting an enemy org. But first we need those actual reasons in game to do this.
It wouldn't even have to be against an enemy org. They could also have higher-level missions against AI factions where for example you'd need to take and hold an entire base or settlement. A mission that you'd need a dedicated group for to be able to complete, kinda like raids in other MMOs.

Also if you watch the second bombing run, one of the bombers got caught by the blast of a bomb and was turned into confetti

In options on the "comms, fiop & head tracking" tab, look for "Head tracking - General - External View Toggle Enabled" and set it to yes. Then in keybindings, select advanced, go down to "VOIP, FOIP and Head Tracking" and set a keybind for "enable/Disable Head Tracking for 3rd Person Camera (toggle). Once that's done, toggle it on and you're all set.

Nah, considering the 3 tiers to security, it'll still be very much a thing. Since the highest tier security they literally said your place is pretty much impervious. Then the 2nd heighest your base will have security provided by the local area like UEE but with a strong enough force they can still destroy your place. Then there's the lowest tier in which you will have to provide your own security. They said all of this, i didnt go into detail but pretty much what they said. I could see it being hard to maintain an area in low security but that'll probably be filled with orgs since they can protect their claims. Oh and the lower the security level the cheaper it is apparently, meaning more profits from low/no security zones?
You do realize that if you go to an uninhabitted planet and make a hideout there, the chance that someone will _find you_ will be as low as winning lotto?
There's no way CIG will allow a player building to be impervious to damage. Org territory combat is going to be insane.

First we would need 1000 player servers for such to actually be worth it and immersive
