In most Kerala temples men have to remove their shirts, it's not particular to Devi temples... In many places pants are also not allowed inside, we have to wear our traditional 'Mundu' while entering inside a temple.
In Kerala (well, from Gokarna to Kanyakumari, to be more precise), the temples follow Tantrik rites instead of Vedic. There are also many occult practices here (in a good way, though)

The men removing T-shirt comes from a Vishnava tradition. According to it, no clothing that had been switched togather is worn. So, only loose fabric is worn, which is the dhothi and if you've noticed an upper shawl over the shoulder. In the olden days both men and women didn't used to wear upper clothing and everyone wore dhothi only. Later women started covering up the upper body because of Victorian influence and so the tradition of not wearing stitched clothing inside temple became applicable only to men.
There are two parts to the rules of attire for men. First, they have to remove their shirts and second, they can't fold up their Mundu (dhotis). Actually shirts are a rather recent development in South India. Due to the hot and humid weather, shirts or tops were never used either by male of females. At the same time aristocracy use to cover their tops with a piece of cloth called Veshti. But this is a privilege. To show that the God is above everyone else, we lose our privilege when we enter their abode. The dhotis that we wear in South India is sometime folded from the knee region to improve mobility when we are travelling or working. But wearing it without the fold around the knee is the formal way of wearing it and showing respect to the person you are associating with. So, it is rude to meet people with the dhoti folded around the knee. To show respect to God, men remove the shirt and wear the Dhoti in the formal manner. Earlier only Sarees and Dhavanis we allowed for women, but most women have stopped wearing that and started opting for Churidar & other dresses. Do note that jeans & other modern dresses are still not allowed for men or women.

No in all temples men have to remove their shirt/banyan etc. Not just Devi temples. In kali temples, women have to tie their hair.
