I very much doubt that is possible. Let's think about the most logical extreme when we ask this question : Germany's Gestappo. With this force, the population was not even a fraction as large and the land not even a fraction as vast and the people not even close to being that diverse in thought, culture, etc. When you have an organism as MASSIVE as the united states of America? You cannot just "create a police force". You have to lay the ground work for such a police force to even exist, elaborate on HOW it operates, what authority it has, and most importantly : Fund it and after funding it? It will have to justify its existence by bringing in more sweet sweet cash. and you have to do that in such a way that it can operate in any state under the conditions by which it is called. For example, the National Guard has to be "called in". Also, one more thing to note? The US system is just too big for ONE entity to gain control over "The system."
The National Guard was called in to get people used to martial law. As for funding, people the system is working to break the economy you are used to. They fully intend to put everyone under a dictatorship. Remember Klaus Schwab saying that we will own nothing and like it. The WEF saying we will live in pods and eat bugs?
