Title is misleading as Batman never became Emperor of Japan. Gorilla Grodd send himself, Batman, and the most dangerous Gotham criminals back to Sengoku era Japan. Catwoman got caught in the time warp so she also got send back in time along with Nightwing, Red Hood, Robin, and Red Robin. There was a bit of delay on the time travel as the villains were able to set themselves up as the feudal lord when Batman arrive in the past.
