The total number of pets you can have in a pet farm is 114 because there are a total of 57 lots you can build across the sims freeplay towns if you have unlocked all areas up to the Eco Esplanade.
24 - Main Simtown (Including Bella Superyacht)
12 - Mysterious Island (Including Fantasea Superyacht and the boat lots)
9 - Downtown Express
12 - Sim Springs: Sandy Suburbs, Palm Promenade, Berry Boulevard , and Eco Esplanade (Excluding Community Lots)
Decide how many you'd like in the pet farm. If you prefer that other households also have pets, you can decide to have a pet farm with just 40 pets or so. If it's 40, you need to have 20 houses ready for occupancy, one of which will be the pet farm. The pet farm lot should have at least a sim or 2 to make the petnapping faster.
Set up your pet farm according to how you like it. Put pet essentials. Put fences around the farm that will enclose it, and firepoles for sim access through the basement so that sims can interact with pets. Do not build too many patios so that the pets can dig in more areas.
3-star pets dig faster and better so choose those for the pet farm. Start with 2 adult pets, i.e. 1 dog and 1 cat, 2 dogs or 2 cats. They don't have to be kittens or puppies for the 1st 2 because they go directly into that sim's farm.
Next, in order to bring in more pets into that sim's farm, you need to do the pet glitch in those 19 lots.
Each of those lots should have at least 1 adult sim with 2 pets (puppies, kittens, or combination). Or have just one sim relocate from one household to another, but this is tedious. Whichever it is, the idea is to have an adult sim per lot so you can put kittens and puppies that you can steal from for the pet farm.
To do the pet glitch, go to the first lot that you will snatch pets from. Call your sim from the petfarm to that lot by clicking on the whistle on the simtracker for that sim.
One sim will make you do this twice per lot. But two sims residing at the pet farm can cut the time and have this done in just one visit.
With just one sim residing at the pet farm, once the sim is called to that lot, tap on the puppy or kitten and select the option to carry it. While the little pet is being carried pull up the simtracker, click on the "home" icon for the petnapper to go back to the pet farm and VERY QUICKLY click on the button of your phone to close the app so that it will exit you from the game and bring you to your phone's main screen. If you don't click that button on your phone to exit you from the game, the glitch will not work.
From your phone's main screen, click on the SFP app icon to go back in, and wait for the simtracker to load. Do not exit from the simtracker. Look for the petnapper and click on their image to go to the pet farm.
Back at the pet farm, the petnapper sim will look like he/she has something held in his/her arms. Click on the sim and select the option to put the pet on the ground. Once the kitten or puppy is on the ground, click on it to age it to an adult. Make sure you have pet biscuits in stock. You can harvest this from cake farms or bake these ahead of time. Now there is one more pet at that last household.
To get the remaining pet from the other lot just repeat the pet glitch.
Now, with 2 petnappers, meaning you have 2 sims residing at the pet farm, you can do this at one time per lot. But you have to be quicker. Go to the lot with the kittens/puppies, then call over the 2 petnappers. Tap on the first petnapper then have him/her carry one of the kittens/puppies.
Once the first petnapper has the kitten/puppy, tap on the second petnapper to make sure the plumbob is on that second petnapper and have him/her carry the other kitten/puppy.
If both of them each have a puppy/kitten in their arms, make them move near the entrance of that lot. Pull up the simtracker and quickly click the home button for each of the petnappers and just as quickly click on that button of your phone to close the app and exit you from the game.
From your phone's main screen, click on the SFP app icon to go back in, and wait for the simtracker to load. Don't exit from the simtracker. Look for one of the petnappers, click on their image to go to the pet farm. You will find these 2 sims in a position like they are carrying something. Click on one of the sims, select the option to put the pet on the ground and once the kitten/puppy is on the ground, click on it to age to adult. Repeat with the second sim. Do the pet glitch on all the other lots you selected until all puppies/kittens are at the pet farm and aged to adults.
REMINDERS:
1. Adult pets cannot be carried, only kittens and puppies.
2. You need to unlock puppies and kittens by completing A Puppy Odyssey Quest, so that they become available in your pet store
3. Pet Farms will cost you a lot of LPs.
4. You cannot demolish the lots where you snatched pets from.

It stopped working for everyone after the latest update. It will probably be fixed by the next update.
