I also feel that it’s often important to point out that Weimar Germany was a post-revolutionary society and so there was only as many political parties as there were divisions in that society. So, in a way the Diet was as difficult to govern as the country was.
Yes, in the case of emergency something I doubt the framers of the Constitution thought would be triggered so frequently and liberally. Besides emergencies require strong leadership so that article in and of itself isn't principally wrong.

Actually, the presidential powers WERE limited as it was the Chancellor that could rule by decree - it prevents the President from doing the same. Chancellor ≠ President
I think it is that the judiciary remained heavily biased towards the right wing and that the military was still controlled by the president (like as before it was controlled by the monarch) - both experienced next to no reform and held onto their traditional roots. I hope this helps! :)))

Article 48 let the President override the Reichstag in the case of Emergency, not limiting his power.

depending on whether you are using the english (sdp) or german (spd) translation, both are accurate
