You need "International Driving Licence". Your normal driving permit is only for USA. If you want to drive outside of country, you need to get license. As I search, you can get from AAA or AATA but not sure so you have to search informations right for your country.
Normally how long is the whole process of rental starting from reaching at the office? Is there video/guide showing how to return the car? Again it will take how long to return a car? I wonder how early I need to be there before my flight.

If you want to rent a car, you have to take a shuttle bus at Jeju airport and go to company. There is no rentacar booth in Jeju airport. Also there can be no car left or too expensive to rent. So I recommend you to book a car in advance. For card acceptance problem, it can differ from the company. So it will be better to ask company.
