NK has one of the most advanced and sophisticated cyber crime and cyber warfare capability in the world with multiple known successful hackings. Precision engineering and computing are also needed to build ICBMs and nuclear warheads. You might want to update any outdated or biased perception of the state of NK's computer access/availability. They probably do have a larger proportion of civilians who can't afford computers compared to civilians of developed nations, but i don't think they're completely without.

What further convinces me this was a spy balloon is what it was sitting above. It was in a high altitude hover over the Bangor Nuclear Submarine Base near Bremerton Washington.
