Nah, it was the narrator talking for the Pokémon so we would understand what it's saying.

@@giankalebbarbosa8473 How can I explain it? In that reality, the Pokémon are speaking in their language. But in here, we get the narrator who's saying the Pokémon's lines in English so we can understand what it's saying. The other Pokémon don't hear the narrator but the audience does.

Yeah, Gardevoir didn't have to do that. But for comedic purposes, she is made a sassy Pokémon and did that without a care in the world.
