Perfect thanks for this tut, it worked great. I do however have an issue. it worked just fine. i made a few flags no problem but today when i put the cloth modifier on a plane nothing happens at all. Even if i go to my other flags that are waving very nicely, when i click on them and select the icon to modify, there is nothing, no options, nothing happens at all. I tried restarting Unity but that didn't do it. Now all of a sudden the modifier does nothing at all when I add it to a new plane. Weird. If you have encountered this and know how to fix it please let me know, thanks! Otherwise it was working perfect, my flags are still waving lol.

I found a fix. Turn on gizmos (search up how to) and then use the select option instead of the paint option on the cloth constrains window. Then select the desired vertices and check the boxes for max distance and surface penetration which will turn the selected vertices red

Great. But what is with the other side? I mean the other side of the flag is empty.

Didn't work for me either but you can select select and than manually adjust the max distance value in the menu.
