I would argue that the discarding of waste is not a property claim. When something is emitted as a waste into the atmosphere, into the ocean, on to the earth, then this is not a property claim for homesteading purposes. How can throwing something away, the abandonment of a property claim, be considered a separate property claim on wherever the waste happens to end up?
