Rent a car owners are earning on accident cars too ,as tourists pay for damages and rent for the days the vehicle is in the garage for repairs, and the insurance claim is also an investment to the owner of rent a cars, this is why rent a car owners don't care for accidents, and they are happy too their car is banged as income flows in smoothly

What nonsense logic is this? Do tourists take permission of Rent a car/bike owners before drinking or rash driving? Is it written on the tourists face that he is going to get drunk and drive rashly. You can come up with a rule that the car/bike owners should get a form duly filled with points like no drinking or rash driving but is it possible for them to monitor the car/bike once its rented. And if it's such a problem, why not Ban tourists altogether or stop selling liquor to them? I am sure that will be very inconvenient right?
P. S. I don't own any rent a car/bike business but I have never heard such stupid logic before.
