Ryuji’s an ex runner. He might look like it but he’s not a rough and tumble combatant in the same way. Also the Thieves are noted to be less direct fighters, ambushing their enemies, preferring to disable their opponents by blindsiding them and whale on them while their down with a hail of gunfire. They don’t brawl the way the Investigation team does. So yeah I’d say they aren’t quite as used to a straight fight.
