Depends on your scope. Each scope has its own reticle.

I brought the 1887 shotgun and it just didn't give me it, and it just got marked out and it wasn't in my arsenal and I can't buy it again

Must be a glitch in the system. Login to Ubisoft forums for the game, and see if you can find a fix there. If not, report it as a problem there.
