I would highly suggest to go with 32GB for Revit. But in a pinch 16GB will do fine. At the end of the day it depends how large your structure is.
We have a quadro rtx 3000 in our work laptops, and it chokes when orbiting in 3D, so infuriating.
In my experience Revit performance is affected by the CPU by a greater margin. This is especially true when not using realistic visual setting where the CPU is used in 3D space.

I know what you mean, but such is life. I suggest upgrading to a workstation desktop since most RTX 3000 laptops that I know have a power constrain that is lower than even a decent gaming laptop.

use a gaming laptop, even a 4060 will give much better performance, workstations are throttled,
