Those are Japanese style lanterns, that is a Japanese restaurant. Characters 歌舞伎町一番街 and the shape were from Shinjuku in Tokyo, Japan.

I noticed Chinese people are very pale compared to other Asian people

East Asian girl (Chinese, Traditional Japanese, Korean) like make herself white skin.
There is a proverb form China - 一白遮百丑 (Whiteness hides all ugliness).
But Nepal, India, and other Asian people like tan.
