So, moral of the story is that yes, there is tax evasion but people don't evade as much tax as you think. Rather, through intelligent tax planning, they try to avoid taxes they don't have to pay. We have well known tax saving tools like HUFs for instance. Avoiding tax is legal. Evading is not legal. You should make all legal disclosures necessary. Let's be clear that anyone (especially Indians) who is in the position to save tax, will choose to save tax.

Technically black money is untaxed income, and most of it is generated by politicians, government officers(Probably 50 to 60%), but the other by common people who don't pay the proper amount of income tax. In India, only employees pay income tax properly.
Gold is also a big form of holding blackmoney. In the last election a gram was charged 10% premium because it was used to transfer money for elections up and down.
