Microsoft actually has a proper way to get back to OOBE after setting up the computer! It's called Sysprep and it's meant to be used with audit mode so people selling a computer can have apps and drivers preinstalled.

Plus Windows 8 is the last version to support msoobe ran on current user, albeit with some bugs but it works since Windows 10 1507 to 1607 plays firstlogonanim permanently after clicking OK and 1703 to current day Windows Insiders just runs FirstLogonAnim permanently and removes the session ID and suppress the cursor, restart should fix. Windows 7, and Vista runs the OOBE normally and XP plays the fake bootscreen permanently. OOBE goes all the way back to ME and 98 and they work intended when you run it and some OEMs make it run the OOBE automatically to make creating the user usable.
you should've used Windows 10 LTSB from 2016, as it has a different OOBE than the normal Windows 10. Aero 10 (the Windows mod) is based of that version
