The City by-law for cleaning up after dogs does not apply to the horses. Horse excrement consists of digested hay, is biodegradable and is safe for the environment. Officers cannot control when the horses use the washroom and cannot dismount in live traffic to clean it up.
If you see that a horse has left behind a mess, please call 311 to request the street sweeper. However, because of the contents, much of the excrement will degrade quickly, naturally, before crews even respond.
