America, for my age group in 2016 had a recidivism rate of 76.4%. Our prison system is meant to create reoffenders, theres a difference. Americas prison system is not meant to rehabilitate like Norway. We can address this issue in the States, but it takes a collective effort.

That effort has to come from the top, but their making too much money the way it is(looting, homelessness, and prison) to worry about fixing the problem.
