You can decrease world tension using the command "threat" and use negative values. The wiki also mentions that "threat 999999999" removes all wt but I've never tested that personally.
I'm pretty sure that's just because of an overflow error, not an intended piece of behavior.

You should install Tool Pack mod to make setting up these scenarios easier
Play with expanded tech tree so u got some stuff to research after or r56 tech

Bulgaria just removing two states as greek cores has been a bug since this expansion came out. I can't believe it hasn't been fixed. I'm so glad it's the only DLC I didn't get.
Also why I always play with mods. Having to fix the AI's mess
It's not a bug, it's a focus they make, if you fight back their organization then it's all good
