You don't ADD maneuverability by adding led tape into the handle. You just keep the reduction of maneuverability to a minimum by adding the extra weight there (instead of racket head). Also: adding weight at 3 and 9 o'clock will increase the twist weight but decrease the ability to manipulate the racket angle during the swing - especially on spin strokes. So if you want to leave the twist weight untouched, just add less weight to the tip of the racket.

because you dont have a clue about what you're trying to do with your racquet! if you knew what you wanted and knew your ideal swing weight, static weight, and less importantly twist weight. Then you would have a clue of how much and where to apply it. Balance point, swing weight, and static weight are important. When you buy a new frame you may want to tweak it a bit. Ive personally never been a big fan of tape. most racquets the twist weight is irrelevant.
It depends. I added 10 grams (total): at 3 and 9. The stability of the racket is greater and it helps in power production. But it can be more difficult to swing the racket. And if you want the same balance, you may add some weight in the handle.
Customization is really personal. It also depends on the specs of your current racket. That's why no one can recommend a number. You just need to start with small amounts like 1g and then move up or down based on how it feels
And of not what is the best position to add lead tape on the frame of your racket.
