Yes, the large amount of motorcycles is an indication of the low salaries here, although that is improving as the economy grows. As far as safe driving goes......looks can be deceiving. You have to drive very defensively here.
Thank you for your comment. Both locations are beautiful in my opinion. However, for someone your age, it's Caacupe hands down. Caacupe is more developed, has more stores, restaurants, etc. Caacupe has better access to health care, and a quicker arrival to Asuncion in case of serious medical need. There are also several universities with a campus in Caacupe, which would allow you to study if you so chose, or at least serve as an avenue to make friends and pursue dating activities. Paraguari is less develoiped, and would be better for a family looking for cheaper land, and wanting to undertake some type of homesteading activities. Paraguari reminds me of Caacupe 20 years ago. Developed enough to provide life's essentials, but not alot of the comforts. Caacupe has benefitted from the HUGE influx of immigrants settling in the surrounding area over the last decade.
