While I agree we need to decrease the use of plastic bags overall, there are a lot of half truths here. 1. The natural gas used is a by-product of natural gas production, so no more of a "depletion" than what happens from energy use. And paper, while often high recycled content, isn't necessarily less natural resource use as it requires a lot more water to produce, so depends on what natural resource you're talking about. 2. GAH!! NOTHING biodegrades in a landfill! It isn't supposed to. A paper bag will only breakdown if its got oxygen, so as soon as it is buried, that doesn't happen. There is paper in landfills decades old. Also, when it DOES breakdown in a landfill, that generates methane (plastic doesn't), a greenhouse gas 25x more potent than CO2, so it is BETTER if things don't breakdown in a landfill. 3. Maybe only 1% is recycled, but WAY more are reused! Often to contain trash (and dog poo!). If people didn't use plastic grocery bags, what would they use? Other plastic bags produced and purchased solely for that purpose! At least this is a reuse. 4. Yes, plastic bags are a big issue in waterways/oceans. However, this is a HUMAN behavior issue, not an inherent property of a bag. 5. Yes, plastic bags are a safety issue, agreed. So is all sorts of other plastic wrap. It isn't just retail bags, a good amount is bags from packaging. Yes, bring your own. No, paper isn't "better" - just another option that is not without its consequences and negative impact on the earth.
We use newspaper for dog poo. And instead of plastic or paper we use reusable bags to shop in. Still get a lot from amazon and when we order food in. Trying to change that by ordering from else where like zopnow

I agree as long as paper bags are free. Some cities give you the option use a paper bag but they charge you 10 cents for it.

When we go grocery shopping we have no option.And we can't carry out are groceries by hand.
But we carry bag with us or buy clothes bag good things are valuable .
