Definitely Sally Rand. May have been introduced incorrectly, but that is Sally Rand. In frame by frame, face and body style is clear. And, yes she is wearing a body sheer covering.

It’s neither Sally Rand or Faith Bacon. It’s Renee Bonnie. Listen carefully to Texas Guinan’s introduction at the beginning. Renee Bonnie was in the cast of Earl Carroll’s Vanities of 1930 as was Faith Bacon.
Yes Texas did say Renee Bonnie from Earl Carroll's Vanities. And indeed she's listed in the cast for both 1930 & 1931. Now also in the same shows is Faith Bacon and the program listed her as Fan Dancer. Nothing else is known of Renee Bonnie. Could Texas have made a slipup with the names?

She did not. She did that for some performances for legal reasons and people think she did it for all of them. You can clearly see she is naked in the video.
