He should have instead said "we know that the torque vector is directed perpendicularly to the axis of rotation, therefore to compute the torque we can ignore the k hat component of the force when taking the cross product with r because the cross product of r with the k hat component of the force is not perpendicular to the axis of rotation.

Torque times angular velocity should give you power. I would go through the equations again
