My fine hair has dry ends too. I love the "it's a 10" leave in conditioner. It's pricey but I get it at TJ Maxx/Marshall's and then it's more reasonable.
I love the elf holy hydration line! I don’t know how it would be for your scalp, but my hair has never felt softer than since I started using the dove haircare line. Using the mango now and it also smells so yum
Great job going through products! I have the same kind of hair, oily scalp and dry ends with a bit of wave. My all time favorite clarifying shampoo is the Giovanni golden wheat. It strips the oils well out of the scalp but leaves the ends soft. My daughter has the oily itchy scalp with a little dandruff and we figured out that she can use the golden wheat first to remove the oils. Then she uses the dandruff shampoo and leaves it on the scalp for a couple of minutes. The ingredient that works for her is the pyrithione zinc.

Try the Not Your Mother's Refreshing Curl Talk Scalp Mist, it is amazing at getting rid of an itchy scalp.
