There are plenty of publishing houses that allow website submission. I don't have a list of these because I no longer submit manuscripts in this way (I go via my agent). The best thing you can do is go to the websites for the publisher you are interested in and check their submission guidelines. That will tell you if there's online form that can be used, and whether they accent unagented submissions direct from writers. Good luck!
