Wrong information here. The minimum capital for open a company in Vietnam for a foreigner is 3 billions Vietnam dong (a little bit more than 120 000 USD) !!!
The Vietnamese authorities seem are not agree with you. You can ask to the investment department in Le Thanh Tong or the business registration office in district 3. @@MoveToAsia

The last 100%-foreign owned company that we registered last month had around 30k usd as capital. For most of the business sectors, no minimum capital is required.

3 billions Vietnam dong is to be eligible for DT4 (visa). Nevertheless, there is NO minimum to "open a company" as you write.
