Before the EAS picked it up, there was a 6 year gap in which they did their own thing, so that's the alert sound they had available. It's a legacy thing. There were 4 or 5 stations total that helped create the system, but I think this is the only station that uses the siren at all now out of those. Working on a history of the Amber Alert system and how it took for-fucking-ever to get it implemented nationwide, despite its simplicity.

Hey at least they warn you ahead of time so that way you can change the station to avoid the dreaded noise.
This is why the EAS broadcasts should softlock any way to get out of the alert until it’s finished and normal programming resumes.
