India and Ukrainian export bans mean you need to prepare.

India has banned non basmati rice exports and Ukrain won't have free travel by Russia to export grain. This means people will starve.

How easy is it to cook rice? I think it takes like 20 minutes of boil? What about oats, i know instant oats can be eaten anyway you like, and I believe oats actually has decent protein in them?

Yeah about 20 min is a decent time for rice. Oats are very healthy!!! Way more healthier than white rice but oats don't have the extreme shelf life of rice.
