Members of the public and the media do not need a permit to film or photograph in public places and police have no power to stop them filming or photographing incidents or police personnel.
Half the police in this place seem arrogant abusive, and downright undeducated.
What you refer to is conventionally called "modern policing". They train them to be like this so they can essentially abuse and commit crimes against the public.
Always remember that one has a right to use "reasonable force" in self-defence if one is put in fear of assault by a police constable. The more that the public defend themselves, the less likely police will be to engage in this behaviour.

There is no specific offence of swearing at a police officer, and in fact it is not a specific crime of swearing in public, only of causing “harassment alarm or distress”.
