    this is an interesting question. I thought the answer to this which is I think known to many is that CPI follows the communism model of Russia. That the government will be controlled by the Party but the rest will be based on existing socio-economic set up of the country. That is the party will be like any other political party but with of course communist ideology which will decide their governance.
    CPIM of course as name suggests will be Marxist, i.e. their approach will be to control the means of production like stated in the Marx doctrine. And they will follow the Chinese communist model. That is exactly what CPIM did in West Bengal. It had complete control over the economy of the state through its trade unions and control of gram panchayats and other local bodies.
    But the real difference is that CPI is an old party which originated in British India and was primarily against the zamindari system and exploitation of farm labor. Which is why the symbol of CPI is sickle and crop grain whereas CPIM was the new party which emerged in post Independent India and its symbol is sickle hammer and star indicating it focus was both agricultural and industrial labor and anti-capitalism. The star is the key difference here. That star indicates that the power will be with the workers.

      There are different explanations on the use of a five-point star in Communist flag/emblems.
      One of them goes like this- it signifies five different mass orgs inside a Communist Party i.e. Pheasants, Labourers, Students, Women and Cultural front.
      The other one I heard was also interesting. The sickle, as it's known, stands for farmers. The Hammer, of course! for Labourers. And the star denotes people, who are infinite in number, hence the driving force of a party who wants to establish dictatorship of the proletariat.

      It is the economic policies deliberately created including GST is all directed towards encroaching into economic and financial sovereignty of states. This is what is causing financial crunch. There are other states which are extremely poverty ridden, and backward and they are given the maximum share of GDP earned by other states in which Kerala is also a contributor, then no one questions. If the autocratic and hostile centre is decided to drive Kerala to bankruptcy then who can stop. Even SC has not shown their due diligence but acted as a mere puppet of central government. It is giving Gyan to state govt rather that the situation is their creation than directing centre to facilitate and extend help. Will SC advise other backward state same that you are poor, it's their fault. Why only in these 10 years Kerala is facing this issue. And yes it makes no sense because the National survey and report has declared Kerala, Himachal, Tamil Nadu and other states high on HDI. So something is not ok here. Many countries are debt ridden even developed country with high standard of living it does not make them doomed. Today the entire Ambani and Adanis are debt ridden, so they should also be pulled up by courts. BJP wants the state government to fail so that that BJP rakshas take over. They have come not to build India but to destroy India and Build BJP Empire like monarchy in every state. This is what Modi Shah Gujarat Model of governence. Governance of Hooliganism.
