If that underslab plumbing is not inspected prior to backfill and vapor barrier installation than you're in the wrong field of work.

My builder didn’t put in a vapor barrier…..now what can I do?

It's a code requirement. I'm not sure how they could not install it. Perhaps you were just not there when they set it???
