The defect sounds very much like something is 'lifting' the stylus very nearly out of the groove during the offending section, so as to make minimal contact with middle-to-lower (deeper) sections of the groove. If someone never bothered to clean either their records or stylus, then a massive build-up of dust on the stylus would produce pretty much the same effect. That's obviously not the issue here though, and any form of residue ('gunk') in the groove would produce a much louder and more unpleasant sound.
If you don't want to spring for the AP 45 try to go for the mid 70's US instead of the first press. It has an "F" in the deadwax and heard from many people it's an upgrade over the US first
@suffolkaudiophile it's worth getting the AP45 Atlantic series. That was how I listened to this album properly for the first time. Sent me down a Audiophile Rabbit Hole it sounds that great.
@derrickhart1976 no.. but I do like that album.. it's been remastered recently, not from tape, but from a mint vinyl record as no master tapes exist anymore for it... you've just inspired me Derrick 😃
I've checked Discogs, Dave Bixby is selling a remaster that's signed by him for $60... Unfortunately, he's set his Discogs account to "Unavailable outside the US", so I've emailed him and asked him to reconsider as I'd like to review it on my channel, hopefully he'll go for it. The only other option is for me to find someone to get it for me and ship to me from the states.
@peterlaffey6328 really... that surprises me... I was told on the Hoffman forum the US pressing should be OK. I think it's unlikely the US is the same unless they cut the lacquers in the US and shipped the stampers to the UK. I think it's more likely the stampers for the UK pressing were cut in the UK from a second generation tape made from the US master. In which case the US pressing should sound better anyway.

My best pressing of this by far is a US reissue from 1977. Look for sf (Sam Feldman) initials in the dead wax.
The Netherlands 1973 reissue sounds great (ATL 40033) (better than UK 1st press) and with no defects.
